Adecco are currently recruiting for an Information Manager for a South-London local authority.

Information Manager
Public Sector – Local Government
Full Time – Monday to Friday, 36 hours per week
Temporary role – 3 months with possible extension
£400 per day Umbrella
IR35 Status: INSIDE
Hybrid working – minimum of 2 days per week in office (Croydon, CR0) The Information Manager and their team will drive forward the IM agenda on a day to day basis. Responsibilities will include (but are not limited to) running the IM programme (e.g. training, communication, policy review), putting in place appropriate Records Management across the council and being the single point of contact for IM within the Council. The role will also develop and deliver detailed information management reporting to the organisation.

Key Areas for Decision Making:

The management and delivery of the Information Management service and strategy function. The remit of the role covers developing effective records management, developing and implementing Information management policy and procedures, developing a robust audit framework for reviewing Council data management and quality, implementing robust information security governance and designing and delivering with Learning and development effective information management training and support programme. Define own team strategies, road maps and continuous improvement plans to meet business expectations
Act as an Information Management subject matter expert in Data Protection Act, Freedom of Information Act, Environmental Information Act and other legislative responsibilities across the organisation, using expert knowledge to develop best practice in the service delivery arena and ensure that services are aligned to the requirements.Key Accountabilities and Result Areas

Implement and conduct regular information audits, across the organisation to ensure that record management and governance is embedded and achieved throughout the organisation.
This will include identifying gaps and suggesting improvements that need to be made. Improving compliance of service related activities through effective support, advice and oversight to managers and staff across the organisation. Reinforce the Data Protection Act and Caldicott principles
Take ownership for monitoring and improving the quality of data in each of the relevant databases used by staff – through oversight, training, support and advice to staff performing data entry, collation and interrogation activities.

Where necessary, extract and collate data to support SCPP performance monitoring & reporting.
Support SCPP in their performance monitoring role in relation to best practice for information management across the entire organisation
Support HR & Finance in extracting and collating business support related information and data
Required to hold a full understanding of the Freedom of Information Act
Understand the organisations obligations under the Act and the Information Commissioners Office Code of Practice

Essential Knowledge

Information management qualification, minimum of certificate of higher education, more likely degree and ideally chartered membership of appropriate information management body
Experience or qualification in Records Management
Evidence of recent ICT competencies, at minimal level ECDL or demonstrable experience
Knowledge of information access and public records legislation
Able to understand developing IT advances and work towards "future proofing" of information assets
Able to develop knowledge of information assets across host organisation
Qualification or experience in archives management
Good understanding of:
The Data Protection Act (1998)
The Freedom of Information Act (2000)
Health and Safety at Work Act (1974)
Sufficient awareness of the Local Government Act 1974Essential Skills and Abilities

Sell records/archive management as a service
Ability to operate at a strategic level and participate regularly in senior management meetings such as DLT's and IMSG
Ability to manage, lead and deliver a range of complex tasks and activities
Ability to think strategically, both in the long term and in thinking about the needs of the whole organisationSpecial Conditions

Required to work outside of core hours, including evenings, as needed
Expected to attend meetings and conferences outside of the borough, as appropriate
Should be involved in coaching and mentoring both within the customer services community and more widely across the organisation
Required to participate in annual 'back to the floor' exercise
